There is just something wrong with this "photo". Actually more. At least it is not upside down like the kite in my avater.

The thread isn't passing threw a tensioner on the top before feeding into the little thing going up and down just in front of her wagging tongue, err, nevermind..... Cool Laughing

It is not foot driven, she is just tapping her foot in a nervous fashion, knowing that Steve and his crew will be judging the completed kite.
