Hot cutting circles free hand....No way! Make a template, yes. Even easier way is to get some of the metal stove rings which come in various sizes, if you want to cut circles larger than a can lid.
You can use the inside circumference for a smaller size or the outside circumference for larger sizes on each ring.
Here is a photo of a couple that I have.

Great idea!!!!!!
I have also used mixing bowls, and thought of using an empty car rim.
BTW Steve sells trammel points that fit Tony Sticks that come with an attachemt to accecpt a Hot Knife. That way you can cut any size circle you want to as long as you have a pencil type hot cutter.
I dont have a set, nor have I uesed one so I cannot talk about how good they work, but I have always been satisified with the tools/parts I have bought from him. _________________ VR/

Great idea, Dave.
Whether I use an 'innie' or an 'outie' depends on which piece is scrap. If the circle is needed, I use the outside of the circle. If the hole is needed, (say, in a foil rib) I use the inside.
It never fails for me. My knife always goes galloping off in the wrong direction when I try to cut a corner . . .  _________________ good heavens;

This is a home made tool that I use to cut circles 2" in diameter or more.
Anything smaller I use an object that meets my dimensions. |

I use 1/8" tempered masonite to make templates out of . It can be saw cut to any shape and it is not too expensive for a 4 x 8 sheet. It doesn't absorb heat near as bad as metal does and it resists heat very well. I have templates that have been used to cut hundreds of pieces,and are still in desent shape.
